"Discipline imposed on city employees affects their fundamental vested right in employment. [Citation] When an administrative decision substantially affects a fundamental vested right, the trial court . . . exercises its independent judgment upon the evidence. The appellate court must sustain the trial court's factual findings if substantial evidence supports them. [Citations.] This court's review must resolve all conflicts in the evidence and must draw inferences in support of the judgment." (Jackson v. City of Los Angeles (2003) 111 Cal.App.4th 899, 902.)
