Is a filing fee required for the filing of a first paper in any civil action or proceeding?

California, United States of America

The following excerpt is from Josephson v. Superior Court of Los Angeles County, 219 Cal.App.2d 354, 33 Cal.Rptr. 196 (Cal. App. 1963):

4 This court takes judicial notice of the fact that a filing fee is required for the filing of a 'first paper in any civil action or proceeding' (Code Civ.Proc. 405.5). Such payment does not constitute a general appearance. Nor does a motion to reconsider the denial, per se constitute a general appearance. (See Varra v. Superior Court, 181 Cal.App.2d 12, 14, 4 Cal.Rptr. 920.)
