2 I agree with United States v. Cappetto, 502 F.2d 1351, 1357 (7th Cir.1974), that a civil proceeding "is not rendered criminal in character by the fact that the acts also are punishable as crimes." Rather, it is the actual punitive nature of the requested relief in a given case that will render a civil RICO action quasi-criminal.
