In Protect Our Water v. County of Merced (2003) 110 Cal.App.4th 362, 1 Cal.Rptr.3d 726, upon which Plaintiffs rely, the appellate court reversed because the large administrative record was so disorganized as to be inadequate for review. Many documents could not be identified, and key findings by the administrative agency were "impossible to findlet alone sufficient to enable [the court] to determine whether they [were] supported by substantial evidence."
