The following excerpt is from Qarizada v. Canada (Citizenship and Immigration), 2008 FC 1310 (CanLII):

While I agree with the applicants that a visa officer should not base a decision solely on the lack of persecution of other family members, it was open to the officer in this case to refer to the immediate family’s situation in support of her finding that the applicant's account was not credible. A decision-maker is entitled to use common sense in assessing the credibility of a claimant's allegations: Shahamati v. Canada (Minister of Employment and Immigration), [1994] F.C.J. No. 415 (C.A.). In my view, that is what the officer did in this instance.
