There is no evidence before me that either the Superintendent or ICBC has a blanket policy of imposing twelve-month suspensions in cases such as this. In addition, it is permissible to impose a pre-determined or formula-determined period of prohibition provided the driver has an opportunity to present submissions and the adjudicator retains an open mind on the matter before the prohibition is finally imposed: Beaulieu v. British Columbia (Superintendent of Motor Vehicles), 2000 BCSC 1625.
