Generally, issues should only be severed if efficiencies will result from having one issue determined in advance of the others. As Groberman J.A. stated in Ross River Dena Council v. Canada (Attorney General), 2013 YKCA 6 at para. 21, cases in which severance of an issue is appropriate are “the exception rather than the rule”.
