The following excerpt is from Krzewina v. Beaumont, 2021 ONCJ 400 (CanLII):

[23] The Family Law Rules expressly provide that depending on the conduct of the parties and the presence or absence of offers to settle, a judge may increase or decrease what would otherwise be the appropriate quantum of costs awarded, although there is no obligation to make an offer to settle.
