Our assessment of such regulatory fees would not invade the legislative prerogative. Although article III, section 3 of the California Constitution "defines a system of government in which the powers of the three [19 Cal.4th 596] branches are to be kept largely separate, it also comprehends the existence of common boundaries between the legislative, judicial, and executive zones of power thus created. [Citation.] Its mandate is 'to protect any one branch against the overreaching of any other branch. [Citations.]' [Citations.]" (Hustedt v. Workers' Comp.
