The following excerpt is from Al Otro Lado, Inc. v. McAleenan, 423 F.Supp.3d 848 (S.D. Cal. 2019):

Section 1252(g), by its terms, applies to only the three discrete actions that the Attorney General may taketo commence proceedings, adjudicate cases, or execute removal orders. Reno v. American-Arab Anti-Discrimination Committee , 525 U.S. 471, 482, 119 S.Ct. 936, 142 L.Ed.2d 940 (1999). It does not refer to "all claims arising from deportation proceedings." Id.
