Similarly, we have held that a district court must specify reasons for not awarding costs, Ass'n of MexicanAm. Educators v. State of California, 231 F.3d 572, 591 (9th Cir.2000) (en banc), and the same reasoning applies to reducing costs based on a partial victory. Without an adequate explanation by the district court, an appellate court is unable to determine if the district court abused its discretion. Id. at 59293.
