In Woolridge v. Halifax, supra, a disciplinary proceeding was commenced against a police officer outside the 60 day limit from the date the written allegation was filed as provided for in Regulation 21(3) of the Police Act. Goodfellow, J. interpreted this provision as mandatory requiring that the internal investigation be completed as expeditiously as possible and in any event not later than 60 days unless an extension was granted. Goodfellow, J. said at p. 374:
