This is an application to cancel arrears that have accrued pursuant to the February 2, 1994 child support order. It is, in other words, an application to retroactively vary a support order under section 17 of the Divorce Act: see Whyte v. Whyte (2001), 31 R.F.L. (5th) 199, 2002 BCCA 433.
