Is a breach of a statutory provision a cause of action?

British Columbia, Canada

The following excerpt is from D'Amici v Fahy, 2018 BCSC 1372 (CanLII):

A breach of a statutory provision does not in and of itself give rise to a cause of action, see Canada v. Saskatchewan Wheat Pool, 1983 CanLII 21 (SCC), [1983] 1 S.C.R. 205 at 226 to 227; however, the relevant legislative standards may inform the negligence analysis, see: Ryan v. Victoria (City), 1999 CanLII 706 (SCC), [1999] 1 S.C.R. 201 at para. 29.
