As was held in Jones v. Anhorn, 2000 BCCA 213, the foregoing provisions constitute a separate code where the application is to cancel or reduce arrears. Cancellation or reduction of arrears does not, therefore, necessarily depend on a change of circumstance, although the finding of a significant and long-lasting change of circumstance is obviously a relevant factor in deciding whether to cancel or reduce arrears.
