Michigan v. Bay Mills Indian Cmty. , U.S. , 134 S.Ct. 2024, 2028, 188 L.Ed.2d 1071 (2014) (holding that tribes enjoy sovereign immunity from suit for on- and off-reservation activities). Citizens concludes that such failure to include enforcement mechanisms renders mitigation "illusory."
