In Law Society of Upper Canada v. Shore, 2008 ONLSAP 6 at para. 86, the appeal panel stated: The determination whether an applicant is of good character, in the face of prior serious misconduct, may also involve credibility questions. This is so, even where misconduct is admitted. In this context, credibility questions are not confined to disputes between competing witnesses. The credibility of an applicant’s explanation for prior misconduct, the level of insight into the prior misconduct, its seriousness and impact, and the breadth or duration of the misconduct may be relevant to the applicant’s good character.
