A landlord in the private sector 6 is entitled to choose whom he will accept as tenants as long as he does not discriminate on one of the statutorily condemned bases. Certainly he may seek assurance that prospective tenants will be able to meet their rental responsibilities. '(T)here is no requirement that welfare recipients, or any other individuals, may secure apartments . . . without regard to their ability to pay.' Male v.
