Federal courts have the authority to regulate the conduct of abusive litigants by imposing carefully tailored restrictions under appropriate circumstances. Ringgold-Lockhart v. Cty. Of Los Angeles, 761 F.3d 1057, 1061 (9th Cir. 2014). One such restriction is provided by the All Writs Act, 28 U.S.C. 1651(a), which permits a court to enjoin filing by litigants with abusive and lengthy litigation histories. De Long v. Hennessey, 912 F.2d 1144, 1147 (9th Cir. 1990).
