The following excerpt is from The PEOPLE V. STROMAN, No. A126472, No. SC068693B (Cal. App. 2010):
Section 1203.1b authorizes the trial court to order a defendant to pay the costs of probation. However, such costs "may not be [imposed as] a condition of probation as the costs are collateral and the statute itself provides for enforcement of the order by civil collection." (People v. Hart (1998) 65 Cal.App.4th 902, 907.)
