Does Children's Aid Society have an obligation to allow the mother of a crown ward child to visit the child prior to an adoption placement?

Ontario, Canada

The following excerpt is from Catholic Children's Aid Society of Toronto v. C.C., 2015 ONCJ 334 (CanLII):

[154] This order does not preclude the society, in its capacity as custodial parent of crown wards, from permitting the mother to visit the child prior to an adoption placement. See: Children's Aid Society v. D.P., supra. It also does not preclude the society from seeking an adoptive home that will be amenable to an openness agreement with the mother or an openness order pursuant to section 145.1 of the Act.
