Does an award made by the umpire and one of the arbitrators in the absence of the other arbitrator?

Manitoba, Canada

The following excerpt is from Simmons v. Government of Manitoba, 1981 CanLII 3475 (MB QB):

81 In Morgan v. Bolt an award made by the umpire and one of two arbitrators in the absence of the other arbitrator, was quashed. As appears from the brief report of the rea sons of Cockburn, C.J., ex parte discussions occurred which produced an impression that would have been avoided if all three had met.
